The Excel workbook appears to be in "Protected View" mode, which prevents it from being accessed. To use it, you need to open the Workbook in the Excel UI and Enable Editing.

Description

When you download an Excel file from a remote source (an email, internet site, etc.), Excel places it in a type of quarantine mode, called the Protected View mode, it which it allows it to be viewed from Excel but not used in any substantive way. From Protected View, most attempts at remote access (from outside of Excel) fail.

To use a downloaded spreadsheet, you must first open it in the Excel UI. When it is in this mode, a stripe appears at the top as seen here.

You must click the Enable Editing button and save, after which you will be able to access it from your Analytica model.
